CHAMPVA Optometrists

This is the page to read before you book an eye appointment. CHAMPVA's vision coverage is limited, and the line is drawn by regulation: eye care for a medical condition is covered, and routine vision care is not.

What an optometrist does

Optometrists examine the eyes, prescribe glasses and contact lenses, and diagnose and manage many eye conditions such as dry eye, eye infections, and early glaucoma. They refer surgical cases to ophthalmologists.

What CHAMPVA covers for optometry

Federal regulation excludes routine eye examinations, except when the exam is connected with medical or surgical treatment of a covered illness or injury, or is part of well-child care. Eyeglasses and contact lenses are excluded, with narrow exceptions for specific conditions such as infantile glaucoma, keratoconus, and replacing lens function after eye surgery or injury, limited to one set of lenses per qualifying condition. An optometrist visit for a medical problem, such as an eye infection, an injury, or monitoring of diabetes-related eye disease, is covered outpatient care.

Before you book: Tell the office why you are coming. A visit booked as "annual eye exam" is not covered; a visit for a medical complaint is. If you have diabetes, ask your doctor to document the diabetic eye exam as medically necessary.

Find optometrists who can bill CHAMPVA, by state

Pick your state. The search opens with the Optometry filter already selected and shows real practice locations from the federal NPPES registry, with street addresses and local phone numbers. Then call with the 20-second script to confirm CHAMPVA.

Common questions

Does CHAMPVA cover eye exams?

Not routine ones. Regulation excludes routine eye exams unless they are connected with treatment of a covered illness or injury or are part of well-child care. Exams for a medical eye problem are covered.

Does CHAMPVA cover glasses or contacts?

No, except in narrow medical cases such as infantile glaucoma, keratoconus, or replacing lens function after eye surgery or injury, limited to one set of lenses per qualifying condition.

Are diabetic eye exams covered by CHAMPVA?

An eye exam ordered to monitor or treat a covered medical condition such as diabetes is medical care, not routine vision care, and is covered. Make sure the visit is documented that way.
