
Short answer: almost. CHAMPVA has no network, so you are free to see any properly licensed provider who agrees to bill CHAMPVA. In practice, that means the Medicare-accepting world of medicine is open to you, which covers most doctors in America. Here is exactly how it works.
What "no network" really means
Private insurance trains us to think in networks: in-network is cheap, out-of-network is a trap. CHAMPVA does not work that way. There is no network at all. Any licensed doctor, hospital, clinic, therapist, or other authorized provider can treat you and bill CHAMPVA.
The only real question is whether the provider is willing to bill CHAMPVA. Providers who accept Medicare almost always are, because CHAMPVA pays at rates tied to Medicare and claims processing is straightforward.
The three kinds of providers you will meet
- Providers who accept CHAMPVA. They bill CHAMPVA directly and accept the allowable amount as payment in full. You owe your deductible and 25 percent cost share, nothing more. This is what you want.
- Providers who will not bill CHAMPVA. A minority. Usually concierge practices, cash-only clinics, or offices that opted out of Medicare entirely. You can still see them, but you may have to pay up front and file your own claim, and CHAMPVA will only reimburse up to the allowable amount.
- Hospitals. Medicare-participating hospitals are required to accept CHAMPVA for covered hospital services. That includes nearly every hospital in the country.
Where people get burned
Two situations cause most CHAMPVA billing pain:

- Not confirming they accept the allowable. A provider who accepts CHAMPVA agrees not to balance-bill you beyond your cost share. Confirm this before treatment so there are no surprise bills.
Services that need preauthorization
Freedom to choose a doctor does not mean every service is automatic. CHAMPVA requires advance approval for a short list, including organ and bone marrow transplants, hospice care, most dental care, durable medical equipment above certain amounts, and certain mental health and substance use services. Is CHAMPVA accepted everywhere Medicare is?
